, for that matter, those two. to finance a big across the board tax cut but not tell us how. not what big across the board deductions he'll deny people in order to pay for it or even what taxes he's been paying himself over the years. or how he'll finance all those popular things in the president's health care plan once he kills the plan itself. lots of secrets. secrets because he himself has no earthly idea what the answers are. i'm joined by democratic strategist bob shrum and salon's joan walsh. first, however, we have two new national polls on the presidential race. let's check the "hardball" scoreboard. according to a new "washington post"/abc news poll, president obama has a two-point lead holding there, 49%/47%. same score in the new politico poll. obama by two, 49%/47%. entitlement that they didn't pay for. and then they added a $1 trillion tax cut for the very wealthy on top of that. now, they -- those are the facts. the end result of all that was by the time we were elected they had in eight years doubled the national debt, that clock, doubled it and in addition to that they had the slowest job, private job growth since world war ii under this policy. and by the time the president sat down behind that famous desk the resolute in noble office within a week of sitting down our economists told us mr. president you're going to have to deal with a $1 trillion debt this year because there's nothing you can do about it. the budget was passed back october. and so ladies and gentlemen so much for their credibility on the debt, but what did it produce for us? it produced the great recession all these things they did in doubling national debt and these massive tax cuts that absolutely eviscerated the middle class. they say we urgently want to deal with it now. basically i think my opponent says something like, you know, i don't know, he said something about he was

debate. we're going to do that here, but i do want to begin with talking taxes. yes. taxes. did you hear paul ryan, if i heard this correctly, if i heard paul ryan correctly, he said he cannot explain mitt romney's tax policy, at least not the whole thing because, well, it would take too long. we'll play some of that sound for you in a moment. romney and ryan, they are clear about this. that they would cut everyone's tax rate 20%. cut and dry, 20% rate cut. but, to protect the government's revenue stream, they would have to kill certain deductions and certain loopholes, but they won't be specific, won't say which ones those would be. here is congressman ryan, he starts by trumpeting the tax rate cut. >> lowering tax rates by broadening the tax base works. and you can -- >> but i have to -- >> no. >> but you haven't given me the math. i don't have the -- it would ta me too long to go through all the math. >> too long to go through the math, he says. but ryan did go on to hint, didn't promise, but he hinted that a romney administration would look at tax loopholes enjoyed by the wealthy. he

repeatedly insisted he was not advocating a big tax kuchlt in fact, he declared unequivocally that he would not cut taxes at all if they added to the deficit at all. now, as "the washington post" reporter checks out, for two years rom hi has been campaigning on a tax cut that would cost around $5 trillion over ten years. he said he would eliminate deductions and spending to pay for it. he never offers details. he did say he would cut funding for public broadcasting which was 0.01% in 2012. medicaid was 0.13%. romney also spoke in favor of regulations including much of the dodd/frank bill and he repeatedly held up as a model his health care plan in massachusetts which has added center the individual mandate and on which obama care is based. romney's transformation did not happen overnight. the candidate has been reworking his stuck stuck speech. he has a five-point stump speech. the first four points are absolutely identical to obama's stump speech. 2, dough mess tech energy, 3, retraining programs, four, domestic. on five they differ. i've long argued that romney is an intelligent man trapp

obama election promised was much higher capital gains taxes. he said he wants to move the basic level up to 20%. his affordable care act already puts a 3.8% cap. so we'd be going from 15% to 23.8% for hire earners on capital gains. mitt romney says he wants to repeal obama care which takes out the 3.8% and he will keep the capital gains level at 15% for high earners and 0% all together. what that means is the pressure to sell before the end of the year. because this is all going to hit in january. there was a lot of pressure to say, look, realize your gains this year so you don't get taxed at the higher rate. >> exactly. so i think romney's performance last night made people say, hey, maybe i don't have to sell right now. maybe i can keep going. that gives a boost to the market. >> let's bring in kenny right now. also, another reason maybe not to sell is the fact that this market has been kind of teflon coated. it keeps grinding its way higher. if you don't have to sell because of potential tax changes, go with the flow. >> i understand that argument. and as great as the debate was last
